Top Cuomo Official Involved in Cover-Ups of Abuse & Deaths of the Disabled Promoted

ALBANY, NEW YORK, UNITED STATES, September 7, 2017 /EINPresswire.com/ -- There is rampant physical and sexual abuse, neglect and deaths of the disabled in New York State’s extremely dangerous and deadly mental health care system and most are covered-up. Jay Kiyonaga and other top State officials at the fraudulent Justice Center have made sure that most are never reported to local authorities and covered-up. As 7,800 calls are reported to Governor Cuomo’s abuse hotline for the disabled every month and 11-13 deaths every day, Jay Kiyonaga, Patricia Gunning and others have obstructed justice and made sure most are never criminally investigated. The lawlessness and corruption involved surrounding a massive Medicaid Ponzi Scheme is astronomical in scope. How can anyone in their right mind promote anyone doing such things? Obviously Mr. Kiyonaga should be fired, arrested and prosecuted to the full extent of the law, not promoted to a top position of a provider agency over massive numbers of people with developmental disabilities. Yet, this is what is being done right now, unless Governor Cuomo, the New York Attorney General, Inspector General and/or State Police step in immediately. The Office for People with Developmental Disabilities (OPWDD) has approximately 126,000 children and adults with disabilities under their authority. A person involved in such heinous acts that are State and federal crimes that surround protecting dangerous facilities and individuals that hurt people with disabilities cannot be allowed to be in any position to further allow the harm or deaths of innocent and extremely vulnerable New Yorkers with disabilities.
The absolute insane and ludicrous email regarding this decision was released yesterday by Kerry A, Delaney, who is the Acting OPWDD Commissioner. Here is the direct quote from this extremely disturbing email titled OPWDD- A Message from Acting Commissioner Delaney, “I am pleased to announce that Jay Kiyonaga has been appointed to the role of Executive Deputy Commissioner. Jay returns to OPWDD from the New York State Justice Center for the Protection of People with Special Needs and has more than 18 years of progressive managerial experience in the public sector, including serving as OPWDD’s Deputy Commissioner for the Division of Fiscal and Administrative Solutions. Jay is deeply committed to individuals with developmental disabilities and our system will benefit greatly from Jay’s experience and knowledge of issues facing our system.”

Jay Kiyonaga has been protecting and shielding most New York State employees and facilities that have hurt people with disabilities from prosecution, lawsuits and from being shut down by the feds. Jay Kiyonaga has been involved in the worst Medicaid Ponzi scheme I believe in the history of New York State. Thousands and thousands of substantiated abuse cases were not reported to the Office of Medicaid Inspector General by the wrongfully titled Justice Center when Mr. Kiyonaga was the acting Executive Director. Medical Examiners and Coroners are the ones supposed to be investigating all of these deaths, not the provider agencies. This is how literally almost all negligent deaths of the disabled have been, and continue to be, covered-up. If you keep most of the deaths from being reported to the police, County District Attorney and Medical Examiner or Coroner, homicides can be covered-up easily and that is exactly what has been happening under Jay Kiyonaga’s watch at the fraudulent Justice Center. Emergency appeals have been made to Governor Cuomo, Deputy Secretary of Health Paul Francis, OPWDD Acting Commissioner Delaney and New York State Inspector General Scott to ensure that Mr. Kiyonaga is not placed in a top OPWDD position that could further endanger the safety, health and lives of countless people with disabilities. A certified letter will also be going out to the New York State Attorney General Eric Schneideman. The crimes and atrocities against the disabled and the massive cover-ups by the Justice Center are likened to war crimes and are massive in scope.
